The Estates envisions two rows of four buildings each, located between the river and Main Street. The meadows across the river will remain a recreational area for the city. But, hoping for higher profits, investors and construction magnates completely ignore the city council's demands and begin developing three rows of buildings instead.
The mayor learns of the profit potential and begins planning a new mansion in The Estates, which would double the value of one of the rows of buildings! With some building permits incomplete, investors begin to develop buildings across the river, beyond the designated building zone.
However, the city council takes stringent measures to put an end to the blackmail with an ultimatum: as soon as the first two rows are finished, the buildings in the unfinished row will be torn down, resulting in a huge loss for all those who invested there. At the end of the day, the investor with the highest value buildings will come out on top. All buildings in completed rows get positive points, while buildings in incomplete rows will get negative points. Build carefully, and don't be tempted by greed....
