Mexica involves the construction of the city of Tenochtitlan on an island in Lake Texcoco. Players divide the city into districts, construct buildings and canals. Players try to form districts, which are a part of the island completely surrounded by water.

Players receive victory points for founding a district. Canals and Lake Texcoco are the fastest method of moving through the city. In the scoring phases, players score points for the areas and districts of Tenochtitlan they control.
